What is the point?

Hey.
I was just wondering what the hell was the point of all those "special" roms you sometimes find. They're supposedly hacked or something. It usually involves random sprites being thrown into a game for no readily apparent reason.

What's the deal?

I think that they're when people start emulating the bootlegs, like the many versions of Street Fighter 2 (with stupidly tweaked moves and many red fireballs) that came out before Hyper Fighting, or stuff like KOF 10th Anniversary.
