So... I'm using MAME32p. And it's okay, I guess. But I don't know how to access the options for console/arcade, language, etc. that are easily settable on any OTHER emulator (i.e. NeoRageX, Kawaks, etc.) What do I have to do in order to access these options and change them?

you can change the region by highlighting the game and going into properties and altering the bios settings. hullcityfcmad

However--when I'm playing KOF2k3, picking other MVSes other than the default one (Europe ver. 1? I'm not sure now) seems to cause weird problems--dropped frames, weird momentary lag issues--does this mean I'm missing some BIOS ROM files or something like that? And on that note, other than Kawaks 1.48dev and MAME32, is there any other emulator that plays KOF2k3 decently? (Or are my ROM files just kind of buggered?

There is a certain .rar file that contains both kof 2003 and a hacked version of mame32 that can run it.
And yes it works very well.
