I find that without scanlines enabled the sprites tend to look sort of cartoony or really blocky and generally distorted , so I usually use them when I run emus. Lately I have been playing around with ePSXe since my actual PS has been freezing up on me. I guess its time to start looking into an older replacment for my PS cab since the PS1 has really horrible output signal strength and generally doesnt work with an arcade monitor  Damn Sony and their make shit cheaper and mark it way up to make more money from the sheep attitude !  In the end we get hosed into buying a crappy product .......

Yeah I think that same thing thats why I use scanlines usually 75% scanlines they make the games look cool and it's needed on the computer because if you dont have scanlines for sega and other game system's for the emulators the graphics look CRAPPY!!! but for neogeo the graphics look SWEET without scanlines and with scanlines but I prefer to have scanlines on

Depends on what emu. Scanlines are cool, interpolation sometimes makes games too blurry, and edge enhancement just doesn't look right for most games.

And this question is stupid and I dont know why I'm asking it but doesnt all TV's have scanlines in them? if so whats the standard number of scanlines a TV have?

Scan lines simulate the black spaces between each block of pixels on your TV. The newer TVs IE: plasma sony / flatscreen etc don't really have these spaces, so they've began to become equated with older games. (you played the older console on an older TV I bet)

I feel that scanlines can be great if you have an old pc but with a good rig they seem rather unecisary unless it's your thing for some reason.
