Ok I have the bios and everything and still have no idea how to make it work... Must I burn the iso, cue and mp3s on cds or can I just run the files...? Thanks

In order to run neoCD games in nebula, you must have the bios, and the game burned on a cd. In order to run the game, click on the "neocd" name in your roms list. It will launch the bios, which will -just like a normal neocd- scan your CDROM drive for a neocd game. If ones in, then it'll load. If one is not in, it will go to the neocd bios screen.
And BTW, has anyone tried out the recent neocd emulator for dreamcast?
