It's arcade hardware, but there are ways of playing it at home. It's expensive though, and not worth it right now as there aren't many worthwhile games (yet) and a lot of them will be ported to home consoles like the PS2 anyway, so it is probably better and cheaper to wait for those.
SNK has officially completely stopped producing stuff for the Neo now unfortunately, so NGBC won't ever be released on it. It's sad, but it had to happen sooner or later...
