Imo, what really sets a new kof apart from the others of course is the new characters every year. (or in kof 2k2's case, nobody... 
)
I think everybody can agree that the kof 99 team (Maxima, K', Whip, Jhun) and everybody before are legends and should be in every kof game but what i'm curious about what is your fav. hero team after.
Btw, don't even mention Foxy
My choice is kof 2000, i think they are the most fun to use & imo the most original. I was actually quite disapointed that atleast a few of them (Vanessa, Seth & Lin are my favs) didn't make it to kof2k3 but i hope to see them in 2k4.
