All I cam say really is that you'l definitely need to get a bios chip soldered into your Neo Geo if you want to change regions and enable blood etc, there isn't really any other way... unless as I mentioned the game you are playing happens to have a code to do it. The earlier KOF games and Samurai Shodown 2 are ones that I can remember off the top of my head, but many other games don't have a code.
