The US versions of the games have white blood because they censor them... it's been like this since the early days of the Neo Geo and has never changed, even though this kind of censhorship does seem very out of date considering we have games like GTA etc these days.
The NTSC thing you speak of is to do with the TV signal. Japan and the US are NTSC, while the UK and Europe use the "PAL" video system. That's nothing to do with blood etc.
