All AES games are 100% compatible with all different AES regions which means that a Japanese AES system can play Japanese AND English AES games. The language of the game is determined by the region of your AES system : If you have a Japanese AES system and an English game for it the game will still play in Japanese. The game's option menu should still allow you to play the game in English (if it has one, but I'm pretty sure that all AES KoF games have an option menu).
I really can't give you any advice about the TV compatibility. Other members / moderators on this forum should be able to help you with that problem. You'll have to give more information about the TV you're planning to use first...
