Duke is a guy with a scar around his neck which makes it look like he possibly had his head removed or something, but I haven't seen it explained yet... and the game is in Japanese anyway so I can't understand what is being said in story mode (just sounds like the guy before each fight is introducing the opponents and not much else though). He's very cheap, although not too hard to beat. He has a constant level 3 super meter and has these massive fireballs that he does which hit the ground and spread out around him... so even if you were behind him you can still get hit (just have to get FAR away from him when he does them.
As is par for the course in an KOF boss though, he also has a Genocide Cutter type move... I'm sure none of you saw that one coming
