I usually find Sagat really easy, although I really love fighting him and have done since SF2. As JJg@m3r said, just time jumps over his fireballs, as he is usually a fireball whore when he's at a distance, but don't jump in at him normally unless you want to take a Tiger Uppercut to the chin
