Because they don't have pretty enough gfx and Sony USA has some sort of policy whereby they think that people might see these "old fashioned" 2D games and think that the PS2 is crap... or something like that. They allowed stuff like Guilty Gear and Capcom Vs SNK 2 cos they either have pretty high-res gfx or 3D backgrounds, and they did allow them to release the KOF's (2000+2001) because they were value packs that contained more than one game and they were cheap.
On the other hand though, they would not pass Metal Slug 3 for release at all, nor Samurai Shodown 5 as far as I know. If you want them you either have to get the Xbox version, or you'll need to import the Japanese PS2 versions.
