Yeah it does depend on your budget. I'd personally suggest going for some kind of MVS (arcade) setup as the games are generally a lot cheaper on MVS than they are on home cart... these days you can get a home MVS setup too so there is no need to have a cabinet, you can just plug it into the TV. The CD and CDZ have their good points (CD quality audio for one), but the load times are horrendous on a lot of games, especially the newer ones like KOF 99. Also, they no longer make games for the CD system, so you won't be able to get anything newer than KOF '99.
