The NeoCD would be a great machine if it wasn't for the loadf times... I know it was a long time ago and it would have cost more, but why SNK only put in a single speed drive I'll never know. Even back then these kind of load times were unacceptable... you could almost go and make a coffee in between rounds of Last Blade 2 or KOF '99! 
Also, remember that you cannot get any games released after KOF 99 for the Neo CD - so no Garou, Metal Slug 3 etc etc.
My advice - yeah the soundtracks are nice, but if you really want to own a system go for MVS... the games are still reasonably priced and you won't have to put up with horrible load times
