That's usually true if a game actually gets optimised properly, but it takes a lot more time to optimize a game than to just put a 60hz option in, which probably takes a few hours work at most. Most developers just want to see their games out the door asap so they can make money, so they never bother actually spending the time and money needed to optimize... so just adding a 60hz option is the best idea really imho. Also, it's not just borders... it's speed, which a lot of PAL games lack. Take Tekken tag PAL for instance  Kaz
