Sony don't like the 60 Hz option as they prefer software to be PAL maximized. Nope - after speaking to one of the reps from Sony, they used to have a rule blocking developers from implementing 60hz in PSX games, because they didn't think enough TV's back then could support it and they thought that it might confuse a lot of dumb mainstream gamers. When the PS2 was released they removed this block because they agreed that the majority of sets around today do support it. They don't actively encourage developers to use it, but even people like Capcom have decided to start doing it, after the shitload of complaints they got. They got ripped apart in most of the trade mags a couple of years back after Devil may Cry came out and they relented.
