To be honest, I dont think they have any money troubles now, especially as they won $54 million off Aruze in that court case. This is a business decision, pure and simple... they are going to concentrate on doing the slot machine pachinko stuff and also from the home console ports, which should make them a lot more money, which is what they need as none of us wants to see them go bust again.
Other than that, they knew they needed to move on from the MVS hardware at some point, so they had two options - hire a load of new staff and take a massive financial risk creating new games with a new team of programmers and on hardware they have not used before, or pass on the torch to another developer who wanted the IP's so that they could worry about that stuff (and obviously make an absolute ton of cash selling those IP's most likely). Although some developers make games for the love of it and for the fans, they do have to make a profit as well, so I think they made by far the right decision from a financial point of view.
Now we just have to sweat it out for a while before we see what Sammy comes up with... I personally believe that the games they release will be great, but only time will tell...
