I say Kusanagi as well... hell, he is even voiced in KOF 2002 by the same guy who did Kaneda's voice (Akira), so that can only be good 
I used to say Iori and I still think he is cool as hell, but he needs a new look more than any other KOF character as his current one has grown VERY tiresome over the years, even though it was cool as hell back in 95/96. If he looks the same in KOF 2004 I am gonna cry
