I think you're mixing the game up with the forthcoming KOF project on the Atomiswave.
The KOF 2003 that is being released now, is for the neogeo system thus having regular 2D grafics like we're used to.
The Sammy atomiswave version is more likely to have hi-res grafics on that hardware, but then again.....still no word from that.
