I've scrounged up some info on it...apparently Andy is at home taking care of Hotumaro (whatever his name is) and it out of the tournament. Gamespot reported that they're focusing on introducing more new characters from other neo-geo games rather than the same KOF players, and it might even have a different control scheme/fighting style. It could be all Garou-esque...let's pray for that.
