Igniz is one of the cheapest, and the final boss in Kizuna is a bitch too. If you include all Neo Geo games and not just SNK ones, Johann from RotD is also very cheap 
(but still easily beaten if you know how)
You are right though, AoF2 has the hardest AI of any Neo Geo game ever made, at least imho.
