I'm not quite sure where that sprite comes from, but I *think* it is just the character art taken from the site, resized right down, and then edited a litle bit to give it that "Neo" look. I didn't do it, whoever did obviously has good Photoshop skills 
That train station stage looks decent... but you are right Goemon, that sort of thing is a little bit overdone in SNK games.
