In order to decomission military equipment, the military has to de-militarize it. IE: slicing a life raft with a knife.
No armaments and not being able to fly would fit that bill.
You better believe that thing can be flown again with relative ease if you've got the money, (compared to other historic aircraft) and of course you could get some nifty armaments from the black market if you looked right.
