Actually I just played through KOF '96 (it was in my 4 slot anyway 
and I encountered Krauser as the first guy, Mr Big 2nd, and Geese was last. It's random, just like any other team. You are right about Krauser though, he's definitely the hardest of the three in this game... and he should have been in SvC:Chaos dammit!!!
