The monsters are fake. The elders dress up in costume so the villagers won't leave ther perfect society becuase they are really in modern times. This movies is set around 2004 
The elders formed this village in William Hurts private forest reservation becuase they were all victims of horrible crimes. They met at a crisis center and came up with the idea of a perfect village with no money that would corupt people
