I believe VCDs use compression: MPEG 1 or 2 Whereas DVDs use MPEG4
So, perhaps some suttle quality differences, but you probably wouldn't notice it on a TV anyway.
I know my DVD player can play VCDs, but it really depends on the player. None of my friends players can play VCDs. In general, I think many of the chinese offbrand DVD players are going to support VCD playback, since VCDs are so popular in Asia.
