Yeah the menus on vcd's are VERY simple, but it can be done... Nero has the option for it if you choose to burn a vcd with some mpeg files... I used to do it all the time with music videos
You probably can use that program you mentioned as there are many programs out there that do it. I'd recommend tmpeg dvd author though as it is very simple to use once you have the correct type of files for dvd making ready (must be in mpeg 1 or 2 format and at the correct resolution/framerate).
