I think Tarantino might have actually wanted to do it in black and white... he likes doing stuff like that anyway. During that fight the music that plays is ripped from an old Samurai film (I think) so its kind of a nod to that sort of thing, and it goes back to colour when Uma blinks after she goes back up the stairs, so it's not as if it was rushed through at the final minute to please the censors (although that might have played some part in it). I remember seeing the same scenes in black and white when I watched the teaser trailer, and that was before anyone even knew it would be in 2 parts, so it must have been planned for some time.
Speaking of "not the way Tarantino wanted it", I think its already like that anyway... he saw it as *one* movie, until they saw the opportunity to make some extra $'s
