Having been on an arcade stick quest myself awhile ago, I can say that the Soul Calibur 2 arcade stick for ps2 is widely recognised as the best there is in many forums.
Of course that's mainly for 3D fighters. For 2D like SFA3 I'd say the Capcom vs Snk arcade stick is also recommended because the stick itself is nested in an octagonal slot: that makes it easier to pull off 360° rotations.
