Oh you mean the same idiots that won't let SNK release certain games for the PS2 in the USA? But then again that's another story...
It depends on whether Sony/Namco think it will be mutually beneficial to only release on the PS2... I'm not so sure it would be, but I must admit I'd most likely end up playing it on the PS2 anyway...
