Totally sucks. Why is going for a 16+ rating on this game so important anyway? The gameplay is hard so the game already is aimed towards the more mature gamer as it is. If Tecmo and Microsoft would have settled for 18+ then we would have had ourselves an uncensored version over here.
Do they still show the decapitations in the fmv? In that case the censoring doesn't even make sense.
