If you were to do that, I'd remove any link to the number of posts you have to make before climbing up a rank. People don't start spamming that easily if they don't know what goal they have to work to.
Could you make these ranks time-based? For instance, people who are member for less than a month can only read this section and not post in it.
Another solution could be the creation of a usergroup that has access to this section. People who would want access first would have to ask you to be added to this usergroup.
But maybe all of this is more time consuming than plain old locking and deleting...
