i take it your using xp...so the loader won't work unless you use windows98 compatibility mode.i'd reinstall kawaks seeing you've got asr.dats everywhere.....when you've done it right click on the yellow star kawaks loader,go to properties...you'll see an option for compatibility...choose it and set it for win98/me.
now run kawaks from the yellow star and svc chaos will be in the list.
the rom and neogeo.zip needs to be in the rom folder.
