I have used my TV out for Neo stuff before and it looked a lot better on the TV, but to be honest I still never looked as good as my proper MVS setup. There really is no way to make an emulator look as good as the real system... play around with the different setting though until you find one that looks good to you - not everyone likes the filtered look etc
