i'd actually make it a monthly tournament....announce the game at the start(obviously),let people have a week maybe two to practice then let the games begin!! 
,make a draw of all the participants and let them arrange between themselves when they want to play....this way we shouldn't have too many probs with time difference.there could be a thread for each tournament and the winner of each match could post the result of their match and then when all the results are in the draw for the following round could be made until a final is reached and there is a winner(and loser-runner up).
btw....gotta have a turf masters tourney!!!!! ;D
