I'd almost suggest sticking to the classics (IE: what the emu normally supports) for simplicity, also just because of the differences in DATs, zipnames, and roms of the more recent roms. (IE: SVCplus vs SVCnormal vs SVCplus with the bosses unlocked etc.)
This may not be the greatest idea, but perhaps we have two servers? One for US, and one for Europe? Second thought: Nah, I wanna fight Kaz. I've had some decent fights with pings of 100-110, and before I had a cable modem, I used to beat some people on a French server, while I had pings upwards of 220
For our first game: may I suggest the game that started this discussion: Last Blade 2.
