I think they were probably talking crap to be honest 
I don't know the ins and outs of arcade monitors, but they all run on RGB, which is better than the usual composite leads you get with the PS2 - maybe this is what they were talking about? If you hookup your PS2 using an RGB cable (although mosts TV's in the US don't have RGB unfortunately) it should be just as good picture quality wise, or even SVHS would be comparable.
