Well,the game is playable on Nebula,as it supports negeo cd games.
But good luck finding the rom for it,cos it has been dumped but is very hard t find on the net nowadays.
The translation team of Dejap has been working on the translation for the game,but that has been for many years now and no update on the work in progress has ever been made,it's finished for about 10% and i don't think they'l ever finish it any time soon.
PS:i moved the thread to the emulation section as you asked about the dump of the game and emulation about it.
