Although 2002 lacks a good story, it stays truer to old school KOF, but with al lot of the newer characters as well. Personally I prefer 2002.
2003 is pretty nice though. Ash (the most publicized new character) is/was kind of overrated though. But I haven't played 2003 in an arcade and 'my friend's' rom is kind of funky (missing some graphics it seems).
Still both are really great. Get both if you can
